“Local Learning Communities against Racism, Xenophobia and hate speech”.

The coordinated project led by the Municipal Police of Madrid involves Local Police forces from Leganés, Getafe, Fuenlabrada, Pamplona, Elche, and Málaga, along with the University of Salamanca, the Spanish Observatory against Racism and Xenophobia, Dinamia, and the Bradford Hate Crime Alliance. It aims to combat hate crimes in cities.

Summary

The CLARA project, coordinated by the Municipal Police of Madrid and framed within the European Commission's Rights, Equality, and Citizenship Programme 2014-2020, aimed to enhance the capacity of Local Police to prevent, identify, and combat racist, xenophobic incidents, and hate crimes threatening peaceful coexistence in cities. It established Local Learning Communities to achieve this goal.

As a result of the work within each of the Local Learning Communities, various products were generated, including protocols for police action, establishment of specialized units to combat hate crimes, and the establishment of stable cooperation and communication frameworks among community police, other local entities, and civil society organizations.
