The project, COMPOSITE, analysed European police services' identity, change, and leadership through surveys and interviews with over ten thousand police officers, civil society representatives, and media across ten countries. It explored factors contributing to effective organizational changes and collected best practices. While many police forces are modernizing, some change projects face challenges, leading to perceptions of failure. COMPOSITE aimed to understand these factors and their impact on police organizations in Europe, funded by the EU's Seventh Framework Programme with collaboration from police forces in ten European countries. |
